People need to reset their attitudes towards climate change, according to the new Finance Minister.
Michael McGrath has admitted the updated Climate Action Bill will inconvenience people.
The measures being discussed by Cabinet include cutting free public sector parking, fewer cattle to reduce agriculture emissions and cutting out one in five car journeys.
