It includes amnesty bins, where attendees can put their drugs for later analysis - drugs seized by Gardai at these events would also be tested.
Proponents are also calling for eventual "front of house" drug testing for those attending at festivals, and say the pilot is not about guaranteeing the safety of drugs for individual users.
It comes as a new Garda campaign is launched, urging students to avoid drugs and instead get involved with other positive aspects of college life, was launched today.
It warns young people that a conviction for misusing drugs could impact future job or travel opportunities.
