The outlook comes as new SCSI affordability modelling shows that even dual-income public sector couples - such as a garda and a nurse earning a combined €107,000 - are priced out of most of the country.
The analysis assumed the couple had a 10% deposit and were aiming to purchase an average new three-bedroom semi-detached home.

The affordability gap is most severe in Wicklow, where the couple would fall short by €65,000, followed by Kildare, with a €22,000 shortfall.
