1 in 5 children did not have a social worker in 4 service areas.
Not all foster children, children in Kildare among them, have been allocated a social worker.
A HIQA report looked at services in 2019 and 2020.
It found that in four service areas, Carlow/Kilkenny/South Tipperary, Dublin South West/Kildare/West Wicklow, the Mid West and Midlands - one in 5 children did not have a social worker.
The report also shows a high level of compliance across 13 of 17 service areas in relation to preparation for leaving care.
It's a legal requirement for every child in foster care to have an allocated social worker.
But HIQA's head of children's services, Eva Boyle, says four areas aren't complying with that, including Kildare
