The Under-21 international has moved from Stoke to Burnley for a fee believed to be 14-million euro.
Collins, who is from Leixlip, has signed a four-year deal at Turf Moor, with the option of a fifth.
Meanwhile, fellow under-21 international Jimmy Dunne will leave Burnley next week when his deal expires.
