A Kildare travel expert says the only 'clear cut' case where people will be able to travel with the EU Green Cert is when they've had both vaccine doses.
It's due to come on stream here on July 19th, to facilitate travel between 27 member states this summer.

The Government is advising against all non essential travel until that happens.
