The masts were erected in darkness last week. .
100ft masts went up under cover of darkness in Caragh and Kildare Town last week.
"It's quite an imposing feature," said Cllr Robert Power.
The Fianna Fail Cllr has been advised that the masts are a part of a wider project and there will be many more around the country over the coming months.
Cllr Robert Power commented: "I am shocked to think that Irish Rail may have undertaken this work and may have been exempt from planning permission.
"I can see no application or indication to KCC that they intended to erect this structure and have already asked the planning department to examine if it is lawful, " he said.
