The number of students commuting and length of time they spend travelling each day is also set to be examined.
The plan is also expected to include requests for colleges to condense timetabled lectures into fewer days.
Labour Party senator, Laura Harmon, who's a former President of the Union of Students in Ireland, says access to campus facilities is vital to the third level experience.
