Residents Demand Clarity On Former Convent’s Use As IPAS Centre With Protest Planned Tonight

Kfm understands that Kildare County Council has not been formally notified of the specific works taking place on site.

A peaceful protest is planned for 7.30pm tonight outside the former convent in Kilcock, where local residents say they want clarity over plans to use the site as an IPAS (International Protection Accommodation Service) centre.

Questions are being asked about ongoing activity at the site, formerly Shalom Nursing Home, which was run by the Presentation Sisters before closing in 2023 due to low occupancy.

Kfm understands that Kildare County Council has not been formally notified of the specific works taking place on site. 

The building is a protected structure, meaning any significant changes in use or layout typically require planning oversight.

What is confirmed is that a Section 5 Exempted Development application was lodged on May 15th by Frostbreak ULC - a recently formed company.

Kfm understands that one of the directors has involvement in many projects involve boutique housing schemes, luxury apartments, and residential communities, though they have also signalled interest in hospitality.

Directorships range from substantial development firms to small newly-formed entities.

That application, seen by Kfm, seeks clarification under Class 20F of planning regulations - asking whether the use of the building to accommodate International Protection Applicants qualifies as exempt from full planning permission.

A Class 20F declaration only covers use-change for up to 5 years, under planning exemptions.

Any building works beyond internal reconfiguration (e.g. structural works) may still require full planning permission.

A refusal would compel Frostbreak ULC to pursue full planning or abandon/refocus the project depending on Kildare County Council's decision which is expected within the next week. 

Kfm has contacted one of the company's directors for comment.
