The project was approved in 2016.
A timeline for undergrounding of cables in Naas Town Centre, agreed five years ago, is being requested.
Independent Cllr., Seamie Moore, says the project has been "financially supported" by Local Property Tax revenues raised in the Municipal District in "successive years".
Works are only partially completed.
Cllr. Moore says this is "due to delays requested by council officials to facilitate 'expectations' and 'planning'."
The motion will be debated at the September meeting fo the MD.
