In Meath, the pass rate is even lower than Wicklow and Kildare.
People taking the driving test at the Wicklow test centre were more likely to pass than learners in Kildare, figures for the first half of 2024 show.
The pass rate in Wicklow is 57.6%, while at the Naas test centre the figure stands at 53.6%.
In Meath, the pass rate is even lower at 50.3%.
Just 13 people have appealed their test result since 2019.
Transport commentator Conor Faughnan says vast differences in pass rates at driving test centres across the country are persisting.
He says its been a big issue for years, and one which isn't being addressed.
