KCC granted leave for 17,793 homes since 2014.
That includes 12,123 houses in estates, 2,302 apartments and 3,368 one-off homes.
Of the total, work has not commenced on 10,513.
Social Democrats Cllr., Bill Clear, sought the data.
He says action should be taken by planners if work doesn't begin in the relevant time-frame.
Cllr. Clear joined Eoin Beatty on Wednesday's edition of Kildare Today, where he also discussed his other motions before the June meeting of Kildare County Council.
