Pavee Point says only a small number of councils are addressing the issue
Local authorities are being urged to do more for Travellers when it comes to housing and shelter for their horses.
It comes after the head of the EU's Fundamental Rights Agency recommended they accommodate Travellers somewhere they can stable their horses.
