The Garda Commissioner says the legalisation of drugs has not been fully thought through.
While there has been a greater push recently to treat drugs as a health issue, Drew Harris says any changes must be carefully considered.
Gardai say they are looking to help families being intimidated over drug debts.
Officers say dealers often try to blackmail users over relatively small amounts of money, with relatives then forced to get involved.
