Parents with more than one child in third level education are set to get a €750 discount on the student contribution fee per child under Budget 2027.
SUSI maintenance grants will also rise by 4.5 per cent, while a new fund will support students who get pregnant during college.
However, there will be no cut to the general €2,500 student contribution fee.
Fuel supports for farmers and fishermen are to be extended in the budget.
It will come alongside an increase in TAMS funding for farm capital development.
A new fund is also being developed to support the fishing sector, given the impact of falling EU quotas.
