Two senior members of the programme have resigned.
The head of the HSE says it remains "highly committed" to reforms under Slaintecare.
The programme would see HSE powers devolved into regions and commits to changes including universal healthcare and free GP care.
Last week two senior members involved in the programme resigned over reported resistance from within the health service to its changes.
But HSE CEO Paul Reid says he fully backs the reforms plans
