Complaints made about local authorities almost doubled.
There have been more complaints about the Passport Office in the first five months of this year compared to all of 2021, according to the Ombudsman.
Roughly 195,000 are backlogged in the system - the Department of Foreign Affairs says the problems due to incomplete applications.
Last year was a record year for complaints about public services.
The Ombudsman says his office received just over 4,000 - up 17 per cent on 2020 - and the highest ever level in its 38-year history.
Most complaints related to local authorities - which rose by 45% to 1,290.
There was a 26% rise in complaints about the health sector, to 796, but complaints about government departments dropped by 12% to 1,066.
