Tánaiste Micheál Martin is attending an extraordinary meeting of the EU Foreign Affairs Council in Ukraine.
Mr Martin arrived in Kyiv overnight by train from Poland with other delegations amid tight security.

Mr Martin said the presence of EU foreign ministers in the city would provide a powerful symbol of support to the Ukrainiain people as they continue to resist what he called Russia's "illegal and immoral" invasion of the country, which was in flagrant breach of the UN Charter.
The Tánaiste has also indicated there will be an expansion to the support given by the Defence Forces in training Ukrainian personnel.
He says a number of additional training programmes have been identified:
