President Michael D Higgins turned down an invitation to the event which will be attended by Britain's Queen Elizabeth.
The Government is sending Foreign Affairs Minister Simon Coveney and Chief Whip Jack Chambers.
But Taoiseach Micheál Martin has denied this is an event celebrating the partition of the island of Ireland
