17-year-old Vadym Davydenko died from stab wounds after the incident at an apartment in Grattan Lodge in Donaghmede on Wednesday.
The Tusla accommodation where a teenage boy died during a violent incident in Dublin this week was an unregulated emergency placement centre.
The so-called Special Emergency Arrangements (SEA's) are outsourced by the child and family agency to private providers but are not subject to the usual regulations or inspections.
