They will cater for high-volume day procedures, gastrointestinal scopes, minor operations and outpatient treatment and diagnostics.
The hospitals will have up to 25 theatres each as part of efforts to speed-up the treatment of the thousands of people on waiting lists but there will be no emergency departments.
