Naas's Jamie Osborne along with fellow Leinster back Ciaran Frawley, Munster winger Calvin Nash, and Ulster hooker Tom Stewart all make the squad.
Athy's Joey Carbery has been left out along Munster’s URC-winning flanker, John Hodnett.
Johnny Sexton, Ross Byrne and Jack Crowley the out-halves.
The squad will gather on June 18th, with their first World Cup warm-up game coming against Italy on August 5th.
