Donegan made five birdies on her opening nine before adding another at the 13th.
Bogeys at 14 and 16 slowed her progress, but a birdies at the 17th helped her finish four under for the round.
At the top of the leaderboard, Anna Huang holds the halfway lead on 11-under after a second-round 68.
England's Charley Hull is one shot behind following a remarkable course-record 62, an 11-under round which also equalled the lowest rounded recorded on the Ladies European Tour.
There was further Irish interested as Sara Byrne carded a one-under 72 to reach the weekend on one-over-par.
