It follows racist abuse of Jude Bellingham and Raheem Sterling.
Hungary have been handed a one-game stadium ban by FIFA for the racist abuse of England players.
Jude Bellingham and Raheem Sterling were both subjected to monkey chants during this month’s World Cup qualifier in Budapest.
Hungary’s next qualifier at home to Albania will be played behind closed doors, with a second stadium ban suspended for two years.
Fifa's decision follows the racism English players experienced at the World Cup qualifier in Budapest earlier this month.
