The 39 year-old forward made the last of his 207 appearances for Argentina at this summer's World Cup final defeat to Spain.
Messi, who plays for Inter Miami, scored 125 goals for his country.
In a statement on Instagram, he says he has "nothing left to give" and "there are some great young players coming up who deserve to be here".
