Orange cards are being considered for this autumn's rugby World Cup.
Players can still be sent off for foul play but the referee will have the option of showing a yellow card that can then be upgraded to red on review by the Television Match Official.
A form of the yellow card review system is being trialled in Super Rugby Pacific and it could be fast-tracked into the global showpiece hosted by France this autumn.
