Orange cards are being considered for this autumn's rugby World Cup.
Players can still be sent off for foul play but the referee will have the option of showing a yellow card that can then be upgraded to red on review by the Television Match Official.
The aim is to speed up the game by reducing the number of on-field replays while also dealing with contentious decisions.
