The United Nations Human Rights Office says it's worried due growing evidence of war crimes in Ukraine.
The UN is urging both Moscow and Kyiv to order their forces to respect international law.
The organisation says since the conflict began, over 2,300 civilians have been killed.
Military equipment
Meanwhile the US is sending hundreds of millions of euro of military equipment to Ukraine.
