It follows protests in February after it emerged that Larry Murrin, chair of Bord Bia, leads a company that has imported Brazilian beef for use in some of its products.
Minister for Agriculture, Food and the Marine, and Kildare South TD Martin Heydon has announced the report, acknowledging that controversy had exposed some weaknesses, particularly in relation to the need for clarity on procedures to deal with actual, potential or perceived conflicts of interest.
He added that the review didn't highlight any "significant concerns regarding the Board’s composition or statutory compliance".
The report also makes a series of recommendations aimed at supporting the board.
