A decision on the development of the Oscar Traynor Road site in north Dublin has been deferred until later this month.
City councillors will vote on whether to allow private developer Glenveigh build more than 850 homes on the site.
Councillors voted to rejected a deal with Glenveigh one year ago.
Assistant Professor of Social Policy at Maynooth University, Rory Hearne, says the council should reject the deal and use the site to build social and affordable housing
