Naas Roads Policing Unit detected the car "dangerously parked parallel to a continuous line and partially in a driving lane".
Gardai say this forced other vehicles to stop when meeting on-coming traffic, "creating serious hazard to other road users."
The driver has been fined €60 for dangerous parking and issued with three penalty points.
