Childcare is Ireland is privatised - providers struggle for staff and parents grapple with costs and lack of places.
Ireland is one of only two EU countries, along with the Netherlands in which there is no legal right to childcare.
Parents in Ireland also the highest out-of-pocket costs in the EU27, and struggle for places, particularly for babies under the age of one.
This is attributed to the fact childcare is provided by private businesses, and not the state.
