According to reports by journalist Gordan Deegan, as part of the approval, developers must pay €8.3 million in contributions, one of 77 conditions attached.
Developers estimate the facility will emit 11.6 million tonnes of CO2 over 20 years, a figure they argue is not significant.
However, An Taisce, Friends of the Earth Ireland and Friends of the Irish Environment strongly opposed the plan, warning of serious climate impacts.
