There will also be restrictions on litter numbers, a minimum and maximum age for breeding, and a minimum age at which a pup can be sold.
Agriculture Minister and Kildare South TD Martin Heydon will tell the Cabinet this will come with greater enforcement and punishments on puppy farms in a bid to improve animal welfare.
