Garda John Joe O'Connell , Kildare Representative from the GRA, said members of the Kildare Roads Policing Unit in Kildare were monitored as part of the Crowe report.
The Garda Commissioner is under scrutiny for the timing of a report criticising roads policing Gardai.
The independent review shows some Roads Policing Unit officers are demotivated and disinterested.
The GRA says Drew Harris has had the report since last March, but chose two weeks before he retires to publish it.
Speaking to Kfm, Garda John Joe O'Connell, Kildare Representative from the GRA, said members of the Kildare Roads Policing Unit in Kildare were monitored as part of the Crowe report.
He said demoralisation among members of the Roads Policing Unit could have been interpreted as a lack of interest, as pointed out in the report.
He said the GRA have highlighted a lack of Sergeants to oversee roads policing units and that resourcing is a major issue.
He said he is not saying every member of the Garda force needs a Sergeant "looking over their shoulder" but unfilled positions are a major " issue".
He added that members of the Kildare Roads Policing Unit are dedicated to their jobs.
