Progress on the Greenway is already behind schedule.
The Leixlip/Maynooth Greenway will be delayed by a further six months to a year.
It will have to be re-tendered most likely at a higher cost, according to Cllr Joe Neville.
The Fine Gael councillor asked Kildare County Council to update him on the progress of the Greenway, and described the delay as "very frustrating."
"A delay in signing the licence from Waterways Ireland means the process misses the already late Q1 2022 timeline," he added.
