Long-Term Homeless Adults In Kildare Rises By 50% In 2025

The National Oversight and Audit Commission (NOAC) has released its 2025 Local Authority Performance Indicator Report today which assesses how local authorities’ deliver for their communities across the country, reporting on 46 indicators over 11 key areas.

In 2025, 21 local authorities recorded an increase in the number of long-term homeless adults in comparison to 2024, there was a significant increase in Kildare of 50.37 per cent.

Meanwhile, 54.5 per cent of adult individuals in emergency accommodation were long-term (i.e. 6 months or more within the previous year) homeless as a percentage of the total number of homeless adult individuals in emergency accommodation at the end of 2025.

Kildare had the highest percentage of regional roads within the PSCI rating of 9 to 10 (no defects or less than 10 per cent defective) at 60.94 per cent.

Kildare also continued to achieve the highest proportion of area classified as unpolluted or litter-free, recording 71% in 2025, compared with 70% in 2024 and 75% in 2023.

When it comes to housing, the report found 5,700 dwellings were owned by KCC in the county, with 308 added to the "owned stock", be it through construction or acquisition.

2.21 per cent of the total number of all council-owned dwellings in Kildare were vacant at the end of 2025.

In terms of planning in the county, 79 planning decisions were subject of an appeal to An Coimisiún Pleanála that were determined by the board in 2025.

323 cases were referred to or initiated by the local authority in 2025, while the total number of investigated cases that were closed during 2025 was 322.

76.09 per cent of dismissed cases as minor or without foundation or were closed because statute barred or an exempted development, while 11.49 per cent of cases were closed due to enforcement proceedings (i.e. remedied in response to a warning letter issued under section 152 of the Act, or to an enforcement notice issued under section 154 of the Act, or where a prosecution was brought under section 157 or an injunction was sought under section 160 of the Act).

As of 31 December 2025, 977 cases were being investigated by KCC.

49.24 weeks was the average time between the date of vacation of a dwelling to the date in 2025 when the dwelling is re-tenanted, averaged across all dwellings re-let during 2025.

The council spent a total of €56,927.58 on getting the dwellings re-tenanted in 2025, averaged across all dwellings re-let.

KCC undertook 1,757 inspections on rented dwellings, 88.24 per cent of dwellings were not compliant with the Standards Regulations on first inspection.

The number deemed compliant was 580, including those originally deemed non-compliant, 1,837 re-inspections were completed.

The total number of registered tenancies was 12,852.
