The scheme, which is at least 25% below regular market rents in the area, was queried last month.
A local councillor has sought clarity in terms of Cost Rental Schemes in Leixlip and Celbridge.
A recent municipal district meeting has revealed that the council play no part in rent-setting, and the responsibility lies with the Land Development Agency.

The meeting also revealed that 56 Cost Rental units have been delivered by an Approved Housing Body and 52 Cost Rental units have been delivered by the Land Development Agency in the Celbridge-Leixlip Municipal District.
At present there is no cost rentals advertised in the municipal district.
Speaking on Kildare Today, Social Democrats Councillor for Celbridge-Leixlip MD Nuala Killeen said that she thought the council would've played some part in price setting of cost rentals:
"I felt that the council would've had a role in rent setting, but they don't."
Cllr Killeen also cited significant rent increases and that the cost rental system is supposed to "provide long-term stable rents for people" and not just "mirroring the market".
She added that the Cost Rental Schemes is a good solution, but that the "big jump" in rents is "stark".
