That's according to a study by the National Oversight and Audit Commission, for 2020.
A further 17% of the county's area was deemed "slightly polluted", and 3% was "moderately polluted".
No part of Kildare was deemed "significantly" or "grossly" polluted.
On average, Kildare County Council spends around €3 million a year removing fly-tipped rubbish.
