It comes as Kildare County Council has published a variation to the Kildare County Development Plan 2023-2029.
The plans are in relation to the Northwest Quadrant, an area of approximately 300 hectares extending from Naas Harbour to the M7 motorway, with the Grand Canal on its eastern edge and the New Caragh Road bordering the west.
Kildare County Council said that the location has assets that make it "ideal for a large urban extension", including the Grand Canal, proximity to Naas Town Centre, the M7 and Sallins & Naas Railway Station.
The plans include 4,000 new homes to accommodate 11,000 people, as well as space for up to 5,000 jobs.
The Northwest Quadrant is the largest development site in the county and one of the largest in Ireland.
Northwest Quadrant as well as Maynooth (West), Confey (Leixlip), and Celbridge (south) have been identified by KCC for housing delivery to be "accelerated".
With delivery expected to commence in 2028.
