A previous planning application for the construction of 52 homes was granted planning permission by Kildare County Council.
Plans for the construction of 115 homes on the grounds of a 19th-century house in Celbridge have been met with strong opposition from locals.
The property was purchased in February 2021 for €815,000.
Planning permission was initially recommended by An Bord Pleanála inspector, before An Bord Pleanála overruled its own inspectors decision.
An Bord Pleanála originally stated that 52 homes was not enough for such a centrally located site, which led to the proposal of 115 homes.
Speaking on Kildare Today, Labour Councillor for Celbridge Rupert Heather said "it's not homes, it's thirty standalone houses, but the rest are apartments".
Cllr Heather reiterates that "we need to look at this as planned and phased development" and "that the question remains if the planning and thought has went into this".
