Recycling Centre Confirmed For Lands Near Celbridge Interchange

Cllr. Joe Neville brought forward the motions at the Celbridge- Leixlip MD.

Planning approval has been secured for a recycling centre on lands near the Celbridge Intercahnge.

Fine Gael Cllr. Joe Neville has asked the council for an update to recent funding submissions made to Government for the recycling centre in the Celbridge-Leixlip area.

"We just need the money to come through, and that will be going ahead," he insisted.

The council has said the planning approval, through the part 8 process, has been secured for the provision of Civic Amenity Site on lands owned by the council close to the Celbridge Interchange.

The council have confirmed it should be completed around the end of quarter 1 or beginning of quarter 2, 2022.

It said ballpark costs are in the region of € 5 million and the council, as matters stand, do not have the resources to progress such a project on its own.

It said the interim, the council has been examining the possibility of some grant funding
and indeed has made representations at central level as suggested in the motion.

The council is, however, monitoring the situation at national level and should
any new funding opportunities arise, it will be primed to apply.

It is also looking at possible EU funding, specifically the LIFE programme. Any assistance which either
the municipal district members or indeed the Oireachtas members could provide in this
regard would be greatly appreciated.

He has asked that the council provide an update on the LPT project to assess the access into and within the Riverforest Estate, and this update to include a short, medium and long-term plan for the area.

"There are major traffic issues in this area," he insisted.

The council has said it is liaising directly with the DART+ Irish Rail Project Team regarding significant works at Confey Bridge over the railway.

Until these discussions are concluded, it is premature to advance consideration of any changes to
the approach road alignments in the area.

Once a clear outcome of the configuration at Confey Bridge is established, work can recommence on examining the entrance to
River Forest Estate.

Cllr.Neville has asked the council to review the area behind Cedar Park at the entrance opposite Scoil
Eoin Phoil and at Oaklawn Estate, for extra lighting.

The council has said the Public Lighting Section will visit the location of the requested new
streetlight, and it will then be assessed using a priority system within Kildare Lighting
Infrastructure Priority Schedule (KLIPS).

It said the lighting within KLIPS will be installed as and when funds become available and depending on where the request sits within KLIPS.

Cllr. Leigh has asked the council confirm what the plans are for the cemetery in Leixlip, to include
details of location scale and timeline.

The council has said in light of a number of challenges, mainly relating to a high-water table and
difficulties relating to access etc, it is very unlikely that it will be feasible to extend the
current cemetery.

Accordingly, the council has prioritised the location of a new site for a cemetery for Leixlip. In his regard, the Council has identified a possibly suitable site, not too far distant from existing cemetery, which is currently being considered.

"They have a plan for land quite close to the current cemetery, hopefully it will get done.

It said it should be stressed that matters are at a very early stage and the municipal
district members will be kept fully informed as matters progress.
