That's according to Safe Ireland, which says domestic violence accommodation is 'critically deficient'.
There is one refuge in Kildare, with four units.
There are 9 counties without any refuge facilities.
Safe Ireland will tell the Oireachtas Justice Committee, chaired by Kildare TD, James Lawless, that there were 1,351 un-met requests for refuge in the space of six months.
Chief executive Mary McDermott says there are only 21 refuges in the country.
Mary McDermott says vulnerable people are being forced to stay in violent relationships.
