That's despite the €1000 cut to contribution fees being a feature of the past three Budgets.
The Department of Foreign Affairs funded 11 legal study programmes for staff between 2022 and 2025.
Courses covered Irish, EU, and international law, with one diploma costing over €10,000.
Staff from clerical to senior grades took part, mostly through online or hybrid learning.

The department says it backs legal training that supports its wider work.

My Department supports and encourages staff to consider furthering their education and personal development with the assistance that the scheme provides. In total, 143 refunds of fees approvals have issued for staff undertaking studies within the area of law," Justice Minister Jim O' Callaghan said.
Across various departments, the Government spent over €1.2 million.

The Department of Transport spent €64,000 euro, with the priciest course coming in at €5,550 for a Diploma in Legislative Drafting.

As part of the Department's Refund of Fees scheme, officers are entitled to five days study leave in each year prior to their final year.
In the final year of their course, officers are entitled to ten days study leave.
Officers are also allowed leave to sit exams if necessary.
