It was established in 1996, in the wake of the murder of journalist, Veronica Guerin.
IWSP may involve the provision of State police protection, impunity from prosecution, transport to a new locality, provision of a new identity, to any bystander and/or accomplice willing to testify against the accused(s), someone who is often a former compatriot.
Attempts were made in 2007 enact a legislative framework for the programme, by then Kildare TD, Sean Power.
