Reports from the Irish Sun suggest Irish authorities are struggling to find a country to take in Dowdall.
Threats from either side of the Kinahan and Hutch factions and from dissident republicans have marked him as a 'liability'.
Dowdall's family, according to the Sun, have been moved to a secret location manned by armed Gardaí.
The 44 year old has pleaded guilty to facilitating the murder of David Byrne at the Regency Hotel in 2016.
The trial continues on Wednesday.
