He's expected to tell TDs and Senators that CAP 23 includes actions that will support warmer and better built homes, and more sustainable transport systems.
Increased levels of indigenous, renewable energy and new income streams for farmers are expected to feature.
Key targets in the plan are likely to include: enough renewable electricity to power every home and business in the country by 2030
