The comments comes as the Federation accused Tusla of misleading the public over the amount of creches that closed in Ireland during the first seven months of this year.
The recent closure of four creche facilities in Cork has given rise for alarm.
Chair of the Federation, Elaine Dunne says the sector is in crisis.
