Several people including 4 children had to be brought to safety after an alleged arson attack on the residential property in Drogheda on the night of October 31st.
Initial reports suggested fireworks may have been thrown into the building which was housing International Protection Applicants - however Gardaí later said their investigation indicated the fire was started deliberately.
Two men have now been arrested for questioning - one aged in his 20's was detained in Drogheda last night - the second also aged in his 20's was arrested in the Co. Louth town this morning.
Gardaí say their investigations are continuing.
