Gardaí stopped a car on the M7 at Newtown as part of an ongoing investigation by the North Tipperary Divisional Drugs Unit.
During a search of the vehicle, two firearms were recovered.
They have been sent for a technical examination.
The men, both aged in their 30s were detained and remain in custody at Garda stations in County Tipperary.
